Williams, who is now behind bars, is accused of sexual assaults against women and children that allegedly took place inside the condo Ball was trying to buy. The texts also reveal that Ball was aware of Williams’ background before entering into the contract.
The lawsuit against Johnson City and its police department, filed by multiple women identified as “Jane Does,” aims to hold officials accountable for allegedly protecting a serial rapist.
