House Republicans have attached a provision to bar noncitizens from voting in federal elections to a stopgap funding bill as Congress returns from recess. The measure aims to require proof of citizenship to vote, although it is already illegal for noncitizens to vote in federal elections. The GOP push mirrors state efforts to pass similar ballot measures in several states. The bill is expected to face opposition from Senate Democrats and President Joe Biden, who has vowed to issue a veto if the measure passes. Democrats argue that the bill is an attempt to sow distrust in U.S. elections ahead of the November elections. The original noncitizen voting bill was introduced by Texas GOP Rep. Chip Roy and passed in the House but stalled in the Senate. The bill is supported by former President Donald Trump, who has falsely blamed voting by undocumented individuals for his loss in the popular vote in 2016.
House Speaker Mike Johnson emphasized the need to protect the integrity of the nation’s election system, while Democrats raised concerns about the bill shortchanging veterans and jeopardizing their care. The bill also has backing from the Only Citizens Vote Coalition, a group including election denier activists and anti-immigrant groups. The Senate Democrats called for bipartisanship to avoid a government shutdown, expressing opposition to a partisan bill drafted by one party. The House vote on the bill is expected to occur this week.
